Dev server

A new dev server is on order. The current dev server, errol, is in urgent need of replacement with disk problems.

Standard Tile Layer

The Standard Tile Layer log retention policies have been set to 90 days for raw logs to reduce storage requirements and remove personal data. The logs are processed into a binary format and retained longer.
